Starrenburg III is a new residential neighborhood south of Starrenburg II, between Veurseweg and the Vliet. It will feature 356 homes in various types and price ranges. The development is being managed by De Raad Bouw and Niersman Projectontwikkeling, which have reached agreements with the municipality of Voorschoten regarding this project.

Latest news

Temporary flooding

There is temporary flooding in the area around Starrenburg III. This is caused by preloading the site for the new construction. Preloading involves temporarily adding extra soil or sand to a construction site. The weight of this material causes the soft subsoil to settle in advance, thereby making the ground more stable before construction begins.

Due to pressure on the subsoil, peat and soil may be pushed up into the adjacent waterway. This can restrict water flow, causing the water level in the neighboring neighborhood to temporarily rise higher than desired.

Rijnland is aware of the situation and is monitoring the water flow and water level. Where necessary, measures are being taken to improve drainage and minimize further disruption as much as possible.

As a temporary measure, an emergency pump will be installed early next week. This pump will allow water to be drained from the area into the Vliet. This will relieve pressure on the existing waterway and make it easier to control the water level.

Residents may notice temporary work or equipment in the area, such as pumping equipment, hoses, or traffic controls. This equipment is necessary to ensure that the temporary pump operates safely and effectively. The parties involved are working to minimize any inconvenience to the surrounding area as much as possible.

Rijnland will continue to monitor the situation. As soon as the temporary measure is no longer necessary, it will be removed. Residents with questions can contact Rijnland or the municipality’s project manager.

Order subject to periodic penalty payments for construction road Starrenburg III

On July 3, 2026, the West-Holland Environmental Agency (ODWH) imposed an order subject to a penalty payment on De Raad Bouw B.V. and contractor WB Infra B.V. This decision concerns the possible presence of steel slag in the temporary construction road at Starrenburg III.

The developer and the contractor must resolve the situation. They must demonstrate that the construction road meets the legal requirements or remove the material.

The developer has indicated that it wants to commission an independent investigation into the material used in the construction road. For this reason, the ODWH has given the developer six weeks to resolve the situation. Normally, this deadline is four weeks.

If the legal requirements are not met after these 6 weeks, a penalty will be imposed. The obligation to resolve the situation also remains in effect.

Steel slag and health

The ODWH has determined that the material is currently adequately covered and that any possibility of contact has been ruled out. The ODWH has consulted with the Regional Medical Emergency Response Organization (GHOR), which provides advice on public health risks. Based on this, the ODWH concludes that there is currently no risk to public health. The ODWH therefore sees no reason to close the construction road.

Construction material and health

Dust may be released into the surrounding area during transport along the construction road. This may cause discomfort for nearby residents. Exposure to dust can lead to temporary symptoms such as irritated eyes, sneezing, coughing, or irritation of the nose, throat, and airways. People with sensitive airways may be particularly affected.

The developer has been asked to minimize dust pollution. As a result, the construction site road is being kept wet, and the Veurseweg is being swept regularly.

Steel slag

Steel slag was discovered at Starrenburg following an inspection by the West Holland Environmental Agency (ODWH). The Municipality of Voorschoten fully understands that residents have concerns, questions, and a need for clarity regarding their living environment, safety, and health. In close collaboration with the ODWH, we are striving to answer these questions as transparently and clearly as possible. 

Who is responsible for supervision and enforcement?

The West-Holland Environmental Agency (ODWH) is responsible, on behalf of the Municipal Executive of West-Holland ( executive board ), for issuing permits, conducting environmental impact assessments ( supervision ), and enforcing environmental and soil regulations. The municipality follows the ODWH’s findings and recommendations and works closely with the ODWH.

In addition, the municipality remains in contact with the developer and the contractor and holds them accountable for their responsibilities, including providing local residents with accurate information.

A penalty payment, what does that mean?

If the ODWH finds that a violation has occurred, it may impose a penalty payment. A penalty payment is a sum of money that a violator must pay if the violation is not remedied.

Previous News

Public participation took place during the planning phase. On June 7, 2022, a residents’ meeting was held, during which the developers and the architect explained the urban development plan and answered questions. The related documents can be found at the bottom of the page under “Council Information.”

The Starrenburg III Implementation Plan was submitted for approval at the end of 2023 and was adopted and published in January 2025 via “Regels” on the “ Map ” (omgevingswet). The amended urban development plan was adopted on December 3, 2024, by the Municipal Executive’s “ executive board ” committee.

In December 2024, the municipality of Voorschoten, De Raad Bouw, and Niersman Projectontwikkeling entered into a preliminary agreement regarding the construction of Starrenburg III. This agreement sets out the terms for the development of the neighborhood.

Preparatory work began in March 2026.

On March 31, 2026, residents living near Veurseweg received a letter regarding the temporary construction road on Veurseweg. It can be found at the bottom of the page under “Letters.”

Starting in April 2026, the municipality held additional meetings with the developers, and we made further agreements regarding implementation and communication.

On May 7, 2026, the municipality of Voorschoten sent a registered letter to De Raad Bouw regarding the failure to comply with the agreements that had been made. You can find this letter at the bottom of the page under “Letters.”

On May 12, 2026, the municipality received the report from the environmental agency regarding the materials used in the construction of the access road. The informational letter (including the recommendation, audit report, and registered letter) can be found at the bottom of the page under “Council Information.” On May 13, 2026, the municipality issued a press release on this matter.

On May 15, the municipality sent out a letter to residents regarding the current status and next steps. You can find this letter at the bottom of this page under the "Letters" heading.

On May 20, the developer was still using the construction road. The ODWH remains responsible for supervision and enforcement and is taking further action. The results of the investigation will be taken into account in this process.

On May 22, the ODWH issued an order subject to a penalty payment to the Raad Bouw and the general contractor WB Infra. This means that the developer must resolve the situation either by applying for legalization (a “ licence ”) or—if that is not possible—by removing the material within a reasonable period of time. Objections and appeals may be filed against this decision. The order subject to a penalty provides the parties with four weeks to comply with the legal requirements.

Frequently asked questions

Why is the construction site currently higher than the existing homes on neighbourhood? Will the new homes be built at the same height?

No. The current elevation of the construction site is temporary. An additional layer of soil, also known as preload, is currently being added at Starrenburg III. This layer allows the soil to settle before construction begins. After this settling period, part of the added soil will be removed. Then the final elevation of the new neighborhood will be determined, and construction of the homes will begin. The homes will therefore not be built at the current elevation of the construction site. 

Why is construction traffic routed via Veurseweg instead of Zuiderzichtlaan?

Zuiderzichtlaan is a residential street with mixed traffic that runs alongside a school. Heavy construction traffic would have to share the road with cyclists and pedestrians there, which is less safe.

Veurseweg is a road designed to handle more and heavier traffic and has separated bike lanes. That is why a temporary construction access point on Veurseweg was chosen.

What has been agreed upon regarding the use of the construction route?

It has been agreed with the developers that construction traffic will use only the designated route via Veurseweg. Other routes, such as Zuiderzichtlaan, are not permitted. The municipality will monitor compliance and hold the developer accountable if the agreements are not honored.

What measures have been agreed upon to minimize nuisance and unsafe conditions?

Agreements have been reached regarding the use of the temporary construction access point on Veurseweg. The access point will be designed so that trucks can safely cross the bike path and do not have to wait on the roadway. The crossing will be clearly marked.

Construction traffic follows designated routes. Trucks arrive only from the south and turn immediately right onto the site. From the entrance, they leave the site by turning right again, heading north. The median strip is being modified so that trucks can turn safely and traffic can continue to flow more smoothly.

What about vibrations and potential damage to homes?

The developer has agreed to conduct baseline measurements where necessary to monitor damage and subsidence caused by vibrations. The municipality is keeping supervision informed of this process.

How are local residents informed?

The developer is responsible for informing local residents in a timely manner about construction work and traffic movements. This communication is coordinated with the municipality. Additional agreements have been made in consultation with the municipality to improve the provision of information.
