Vacation Rentals

A vibrant tourism sector needs a diverse range of lodging options. That is why Voorschoten would like to facilitate the rental of homes to tourists. By introducing the rules below, you’ll know exactly where you stand as a lodging provider, and we can all be considerate of one another. 

Renting Out Your Living Space to Tourists 

Would you like to offer lodging to tourists for a fee? For example, while you’re on vacation? Or would you like to turn your home into a guesthouse or bed-and-breakfast? If so, there are rules you must follow. If you do not comply with these rules, you may be fined. This also applies if, for example, you only want to rent out a few rooms or a garden shed. All the rules are set out in the amended housing ordinance, which takes effect on January 1, 2025. On this page, you’ll find the most important rules. 

Registration Number

To rent out living space to tourists, you need a registration number. You must include this number in all your listings—such as on Airbnb, Booking.com, or other websites. You can easily apply for a registration number at https://www.toeristischeverhuur.nl/ or. (Available starting January 1, 2025.) The application is completely free, and you only need to do this once. After submitting your application, you’ll receive the registration number immediately via email. 

Transition Period

We are implementing a six-month transition period through early July 2025 to give all platforms the opportunity to make the necessary adjustments. The platform where you advertise will keep you informed of when you need to enter the registration number there as well. Please note that as of January 1, you must already register via toeristischeverhuur.nl. If you have your own website where you advertise, you must also start displaying the registration number there immediately. 

Report a Rental

Effective January 1, 2025, you must report every overnight stay (your overnight guest log) to the municipality via the tourist rental website . (Available starting January 1, 2025) Always do this before the rental begins. Reporting after the fact is only permitted in exceptional cases. 

Tourist Tax

Are your guests from outside Voorschoten? If so, you'll have to pay a tourist tax for each night's stay .

The Gouwe-Rijnland Tax Cooperation (BSGR) will send you an invitation by email to file your tax return. This invitation explains how to file your tourist tax return online. 

Please note that the exemption for up to five sleeping accommodations will expire as of January 1, 2025. 

Rental Options

Bed & Breakfast in Voorschoten

Will you be at home while your guests are staying with you? If so, you are operating a bed and breakfast (B&B) or guesthouse. The following rules apply:

  • You are permitted to rent out up to 40% of your living space
  • You may rent to a maximum of 4 tourists per night for accommodations within the built-up area and a maximum of 8 guests outside the built-up area. 
  • For each rental, you may rent out the property for up to 14 consecutive nights. There is no limit on the total number of nights per year for this type of rental. 

Vacation Rentals for Your Home in Voorschoten

Will you not be present in your home while your guests are staying there? If so, this is considered a vacation rental. The following rules also apply in this case:

  • You may rent to a maximum of 4 tourists per night for accommodations within the built-up area and a maximum of 8 guests outside the built-up area.  
  • For each rental, you may rent out the property for a maximum of 14 consecutive nights.
  • You may not use a second home for vacation rentals.
  • You may rent your home to tourists for up to 91 nights per year.

Nuisance

Always make sure that your guests and their vehicles do not cause any disturbances. As a landlord, you are responsible for your guests’ behavior. You must prevent disturbances caused by, for example, noise, trash, and parking. Are your neighbors bothered by the fact that you are renting out all or part of your home? If so, they can report this to the municipality.

What Else You Need to Know

You need an environmental permit to operate a B&B or rent your home to tourists. If you don’t have one, please contact us at the email address below for more information; we’d be happy to help. 

You are responsible for the safety of your guests. Your home must comply with the fire safety requirements set forth in the “Decree on Buildings and the Living Environment.” This includes smoke detectors, carbon monoxide detectors, and escape routes for your guests.

Do you rent out your property more than a few nights a year? If so, you may be considered a business owner and may need to register with the Chamber of Commerce (KVK). Check the KVK website to see if this applies to you . 

Private rentals to tourists are only permitted if you are registered at the property’s address and live there yourself. If you are not the owner of the property, you will also need the owner’s permission to rent it out.
