Municipal Organization
The municipal organization consists of the mayor and aldermen (the executive branch) and the civil service, headed by the municipal secretary. The executive branch is overseen by the municipal council. Municipal officials implement municipal policy.
Board of the Mayor and Aldermen
The Municipal Executive is responsible for the municipality's policies. The Municipal Executive is accountable to the City Council, which oversees its activities.
City Clerk / Executive Director
The municipal secretary leads the municipal administration. As the chief advisor to the mayor and aldermen, he is responsible for coordinating the municipal administration with the municipal government and addressing societal challenges.
Civil Service Organization
As of January 1, 2025, the Municipality of Voorschoten will have a new organizational structure centered around three departments: Services, Operations, and Administration.

Description of the Organization
The Municipality of Voorschoten is structured so that the Service, Operations, and Administration departments each focus on the specific clients they serve. This client-centric approach is the specialty of each department. All activities are aimed at supporting and facilitating the Municipal Executive. Public participation plays an important role in the development of the plans. The structure of the civil service mirrors that of the administrative organization.
Organizational Structure
Services
The Services Department serves as the first point of contact for residents, businesses, and institutions. It handles initial interactions with these target groups and is responsible for delivering high-quality services and products. The teams within this department strive to provide an excellent hospitality experience and ensure high customer satisfaction. In addition, the Services Department works closely with other departments to ensure an integrated approach to service delivery and contributes to improving the quality of municipal services.
Operations
The Operations Department plays an essential role in supporting and facilitating the internal organization in the execution of core processes and the achievement of organizational goals. The department is responsible for the organization’s strategic development in the short, medium, and long term. This includes, among other things, optimizing business processes, managing finances, IT, and HR, and promoting an efficient and effective work environment.
The Operations Department focuses on creating a supportive and stimulating work environment in which employees can perform at their best. The department’s proactive approach ensures that the organization remains agile and can adapt to internal and external changes.
Board of Directors
The Administration Department translates local, regional, and national social developments and issues into strategic recommendations, projects, policies, and implementation plans. The department is primarily responsible for developing framework and operational policies and for implementing projects.
Framework policy establishes the general guidelines, frameworks, and objectives for a specific policy area; it is broad and strategic in nature, takes a long-term perspective, and allows for a relatively high degree of policy discretion. Operational policy translates these frameworks into concrete measures and actions, with a detailed and practical approach focused on day-to-day implementation and relatively little policy discretion. Framework policy provides the direction and conditions, while operational policy governs the specific implementation. Together, they ensure effective policy implementation by linking strategic goals to practical execution.
