Alcohol License
You need an alcohol license if you want to serve alcohol in a restaurant or bar or sell spirits at a liquor store. The requirement to hold an alcohol license also applies to serving alcohol in (semi-)commercial establishments such as:
- sports cafeterias and clubhouses
- company restaurants or company cafeterias
- health care facilities
- funeral homes or crematoriums
- museums
You do not need an alcohol license if you only sell low-alcohol beverages (i.e., beverages with a low alcohol content, such as beer or wine) that are not consumed on your premises, for example, in:
- food companies
- supermarkets
- takeout restaurants
- Party Catering
If you serve alcohol in a cafeteria, you do need an alcohol license.
How does it work?
With an alcohol license, you may serve and sell alcohol to individuals 18 years of age and older.
You can obtain the permit if you meet the following conditions:
- Your employees are 16 years of age or older.
- Your bar staff member under the age of 18 may sell alcohol, but not drink it.
- All managers are at least 21 years old and hold an SVH Certificate in Social Hygiene or a Certificate of Professional Competence. You can look this up in the Social Hygiene Registry.
- None of the executives has a criminal record.
- A supervisor must always be present at your business. This supervisor is also listed on your permit.
Associations and Foundations
Additional conditions apply to clubs and foundations that serve alcohol:
- The hours during which alcohol is served and the age limit are posted in a clearly visible location.
- There are at least two managers within the association or foundation who hold an SVH Certificate in Social Hygiene.
- Whenever alcohol is served, one of these supervisors must be present, or a bar employee who has completed the “Responsible Alcohol Consumption” training.
- The house rules regarding alcohol consumption are set forth in the bylaws.

Costs
The municipality charges fees for permit applications. You can find the current rates on the Voorschoten Fee Ordinance page.

Please note: If you are applying for a permit or reporting a change, don't forget to apply for an operating permit.
This applies only if you do not yet have an operating license. Any change to the alcohol license is automatically incorporated into an operating license that has already been issued.
