Alcohol licence
You need an Alcohol licence if you wish to serve alcohol in a catering establishment or sell spirits in a liquor store. The obligation to hold an Alcohol licence also applies to serving alcohol in (para)commercial institutions such as:
- sports canteens and association buildings
- company restaurants or company canteens
- Health institutions
- funeral homes or crematoria
- museums
You do not need an Alcohol licence if you only sell low-alcohol beverages (= beverages with a low alcohol content, such as beer or wine) that are not consumed on your premises, for example in:
- food businesses
- supermarkets
- takeaway restaurants
- party catering
If you serve alcohol in a cafeteria, you do need an alcohol licence.
How does it work?
With an alcohol licence, you are permitted to serve and sell alcohol to individuals aged 18 and over.
You can receive the " licence " if you meet the following Requirements:
- Your employees are 16 years of age or older.
- Your bar staff member under the age of 18 may sell alcohol, but not drink it.
- All managers must be at least 21 years old and hold an SVH Social Hygiene Declaration or a Certificate of Professional Competence. You can verify this in the Social Hygiene Register.
- None of the executives has a criminal record.
- A supervisor must always be present at your business. This supervisor is also listed on your licence.
Associations and foundations
Additional regulations apply to clubs and foundations that serve alcohol Requirements:
- The hours during which alcohol is served and the age limit are posted in a clearly visible location.
- There must be at least two managers within the association or foundation who hold an SVH Social Hygiene Declaration.
- Whenever alcohol is served, one of these managers or a bar staff member who has completed the 'Responsible Alcohol Consumption' instruction must be present.
- The house rules regarding alcohol consumption are set forth in the bylaws.

Costs
The municipality charges administrative fees for licence applications. The current rates can be found on the Legesverordening Voorschoten page.

This only applies if you do not yet have an operation licence. Any changes to the alcohol licence are automatically incorporated into an already issued operation licence.

Bibob investigation
When applying for an alcohol licence, we standardly conduct a Bibob investigation. A Bibob investigation means that the municipality investigates the background of the applicant, the company, and the business partnerships. This prevents licences from being misused for criminal purposes.
