Operating License for a Hospitality Business
An operating permit contains certain conditions. These conditions relate to public nuisance, safety, and decency. You must apply for an operating permit from the municipality if:
- you want to start or take over a hospitality business
- if you want to expand your hospitality business through a renovation
- The legal structure of your hospitality business is changing
- Your hospitality business will have a new manager
- you want to build a patio or expand your existing patio
- you are planning to launch new activities with your hospitality business
This applies to every hospitality business, even if you do not serve alcohol. Examples of hospitality businesses include:
- hotel
- restaurant, café, or snack bar
- nightclub
- community center or clubhouse
How does it work?
You can obtain an operating license if you meet the following conditions:
- The owner or manager must be of good character and at least 21 years old. The municipality may request a Certificate of Good Conduct (VOG).
- Your hospitality business does not cause any nuisance to the surrounding area. The municipality may require you to take measures to ensure this.
- Restaurants and bars are permitted in the area.
The municipality may ask you to submit a completed Bibob form. The municipality uses this form to check the background of your company and the people who work there.

What do I need?
- A business plan that includes information about the operations, products, and target audience of your hospitality business.
- A lease agreement, proof of ownership, or leasehold agreement for the property.
- A floor plan of the building showing its location, layout, the various rooms, and the boundaries of the property.
- A copy of a valid form of identification for all salaried managers.
- A copy of the employment contract for all salaried managers.
- A completed Bibob form.
