Operating License for a Hospitality Business
An operating permit includes Requirements. These Requirements relate to public nuisance, safety, and decency. You must apply for an operating permit from the municipality if:
- you want to start or take over a catering establishment
- you want to expand your catering establishment through renovation
- the legal form of your catering establishment changes
- your catering establishment gets a new manager
- you want to start a terrace or expand your terrace
- you are going to carry out new activities with your catering establishment
This applies to every catering establishment, even if you do not serve alcohol. Examples of a catering establishment include a:
- hotel
- restaurant, café or snack bar
- discotheque
- neighbourhood centre or clubhouse
How does it work?
You can obtain an operating license if you meet the following Requirements :
- The owner or manager must be of good behaviour and at least 21 years old. The municipality may request a Certificate of Good behaviour .
- The surrounding area must not experience any nuisance from your hospitality establishment. The municipality may ask you to take measures to ensure this.
- Hospitality establishments are permitted in this area.
The municipality may ask you to provide a completed Bibob form. This allows the municipality to check the background of your business and the people who work there.

What do I need?
- A business or corporate plan containing information about the activities, products, and the target audience for which your hospitality establishment is intended.
- A tenancy agreement, proof of ownership, or lease agreement for the premises.
- A floor plan of the premises showing the location, layout, the various rooms, and the boundaries of the site.
- A copy of a valid proof of identity for all employed managers.
- A copy of the labour contract for all employed managers.
- A completed Bibob form.
