Refugee Passport
- If you have refugee status, you can apply for a refugee passport at the municipality. With a refugee passport, you can travel to all countries except your country of origin.
- If you do not have refugee status, you do not apply for a refugee passport. Instead, you apply for an alien's passport at the municipality.
How does it work?
A refugee passport is valid for a maximum of 3 years. The exact period of validity depends on your residence status.
You can apply for a refugee passport if you:
- have refugee status
- live in NL, but do not hold NL nationality
- have a residence vergunning
- enrolled is listed with the municipality where you are applying for the passport

Children's own refugee passport
Children with refugee status need their own refugee passport. To apply for one, written authorisation is required from the parents or a guardian.
Children born in NL who have alien status must apply for an alien's passport.
What to do?
- You must apply for a refugee passport in person at the municipality.
- If you are applying for a refugee passport for your child, you must bring your child with you.
- Health Make sure your fingers are clean, because fingerprints will be taken. Children under 12 do not need to have their fingerprints taken.
- You must collect your refugee passport in person. Please do this within 3 months of your application, as the passport will otherwise become invalid.
- If you are collecting a refugee passport for your child, you must bring your child with you.
Refugee passport lost or stolen
- You do not need to report this to the police.
- You can apply for a new refugee passport directly at the municipality.
- With this application, you must sign a Declaration of loss.
- If you lose your refugee passport abroad, you must report this to the local police.
What do I need?
- Your valid residence licence
- A clear, likeness-resembling passport photo taken no more than 6 months ago at the time of application. This photo must meet the passport photo requirements.
- Your old refugee passport (if you have one)
- Debit card or cash. You pay directly upon application.
If you are applying for a refugee passport for your child, please also bring the following:
- Written authorisation s from both parents or a guardian. Please use the form provided by the municipality for this purpose.
- Valid identity documents of both parents or a guardian

How long does it take?
You can often collect your refugee passport after just 6 working days.
Extra information
If you are unable to provide fingerprints
If the counter employee cannot take fingerprints from 1 or more of your fingers, for example because they are bandaged, they will take fingerprints from fingers where it is possible.
If you are temporarily unable to provide fingerprints at all, you will receive a refugee passport that is valid for a maximum of 12 months.
If it is physically impossible to provide fingerprints, you do not have to do so. For example, if you are missing fingers or if your fingers are permanently damaged.
