Certificate of Good Conduct ( behaviour , VOG)

Teachers, taxi drivers, and people working in childcare must have a Certificate of Conduct (VOG). You may also need a VOG because:

• a future employer requests this
• you are an independent contractor and a client requests this
• you want to do volunteer work and the organization requests this
• you are applying for a visa
• you want to become a member of a shooting club
• you are moving abroad

Justis is the government organisation that processes all applications for a Certificate of Conduct (VOG). If you have not committed any criminal offenses, you will receive the VOG. If you have committed criminal offenses, further investigation is required. Justis will review whether the offenses are relevant to the application. If they are not relevant, you will still receive the VOG.

 You can check for yourself whether you are eligible for a VOG. Justis has developed the VOG check for this purpose. This check calculates whether you have a high, medium, or low chance of obtaining a VOG. This check is anonymous. Your data will not be saved.

You can apply for a VOG in three ways.

Applying for a VOG through the municipality

• You will receive a form from your employer or another organisation.
• Please submit this fully completed form to the municipality where you are registered enrolled.

Applying for a VOG online

You can only apply for a VOG online if the application has been prepared online by your employer or another organisation.

• You will receive an email stating that you need a VOG.
• Through a link in this email, you can log in using your DigiD.
• You check the details.
• You confirm that the details are correct.

Applying for a VOG directly with Justis

You must apply for the VOG directly with Justis if you:

• is not listed in the Basic Register of Persons (BRP) or
• if you do not have a fixed place of residence or stay

Authorizing someone else

Someone else is also allowed to apply for the VOG on your behalf. This is called authorisation.

• Indicate in a letter who you are authorising and sign the letter.
• The authorised person must take this letter to the municipality.
• This person must bring a valid form of identification belonging to you (or a copy thereof).
• The person must also be able to identify themselves.

Applying for a VOG RP for a company, association, or foundation

A company, association, or foundation can apply for a VOG for legal entities (VOG RP) from Justis. This cannot be done through the municipality.

When you apply for the VOG through the municipality:

• completed and signed application form
• all documents that you are required to attach according to the application form
• valid proof of identity

Authorizing someone else

If someone else is applying for the VOG on your behalf at the municipality, that person must bring the following:

• completed application form along with all requested documents
• letter of authorization
• copy of your identity document
• their own proof of identity

• VOG: you will receive a notification within 4 weeks of receipt of your application.
• VOG RP: you will receive a notification within 8 weeks of receipt of your application.

Volunteer organizations that work with children or people with an intellectual disability may be eligible for a free VOG.

Rejection

If Justis is unable to issue a VOG, you will be notified of this in writing. You can lodge an objection by means of a letter, in which you explain why you should be granted the VOG. Upon receipt of your objection, Justis will make a final decision. If this decision is a rejection, you may lodge another objection. You can also choose to submit the decision to the administrative court.

Emigration, visa, or foreign work licence

If you are going to live or work abroad and require a VOG for that purpose, request an official document from the embassy, consulate, or employer. This document must contain all the details requested on the application form.
