You apply for a driving licence if you have passed your driving exam or if your current driving licence is expiring. You must apply for the driving licence in person by appointment at the municipality. After 6 working days, you can collect your driving licence by appointment.

Urgent application

If you need your driver’s license quickly, you should submit an expedited application. You do not need to make an appointment for an expedited application; you can stop by the Civil Affairs counters during their “ opening hours ” hours. If you apply for the driver’s license before 12:00 p.m., you can pick it up after two business days. However, this does cost extra.

Apply for a driving licence digitally

If you renew your driving licence online, you can collect your new licence after just 2 working days.  

Please note! You can only apply online if you meet the requirements listed below Requirements : 

  • You are listed as enrolled in the Basic Register of Persons (BRP) of the municipality of Voorschoten.
  • the application concerns the renewal of a driving licence or an extension of categories
  • you have had a digital photograph taken by an RDW-recognised photographer
  • you have received confirmation from the RDW that you can apply for your driving licence online
  • you have an activated DigiD app with which a one-time verification of your identity document has been completed; this must be a Dutch identity Map with an issue date from 13 March 2021 onwards. For this one-time verification, you need an Android smartphone with an NFC reader (Android version 4.4 or higher) or an iPhone (model 7 or higher with iOS 13)

How does it work?

You need a driving licence to drive a moped, car, lorry, tractor, or other motor vehicle.

How long is my driving licence valid?

The validity of your category B driving licence (passenger car) depends on your age.

  • Are you under 65 years of age? If so, your driving licence is valid for 10 years.
  • Are you between 65 and 70 years old? If so, your driving licence is valid until your 75th birthday.
  • Are you between 70 and 75 years old? If so, your driving licence is valid for 5 years.
  • Are you older than 75 years? If so, your driving licence is valid for a maximum of 5 years.
  • Category C driving licence (lorry) and category D driving licence (bus) are valid for a maximum of 5 years.

Driving licence for young people under 18 years of age

You can obtain your driving licence from the age of 17. Until you turn 18, you must drive under the supervision of a coach sitting next to you. One of your parents can act as a coach, for example. You may have a maximum of 5 coaches.

When do I need a Health Certificate?

Sometimes you need a Health Certificate. With this, the CBR assesses whether you are mentally and physically fit to drive. This is important for road safety.

You need a Health Certificate in the following situations:

  • You are applying for a practical exam for the first time or you want to add a category to your driving licence.
  • You want to obtain or renew a category C and/or D driving licence.
  • You have a medical condition.
  • Your driving licence has been confiscated.
  • You are 75 years of age or older.

When do I need a medical examination?

You must undergo a medical examination before applying for a driving licence in the following situations:

  • You have a medical condition.
  • You are 75 years of age or older and your driving licence is expiring.
  • You need a driving licence for a truck or bus.

Start your medical examination well before your driving licence expires.
If you do not start on time, your driving licence may expire before your examination is completed. If this happens, you will (temporarily) not be allowed to drive.

To apply for your driving licence, you must have passed your driving test with the CBR.

Driving licence for young people under 18 years of age

You can obtain your driving licence starting from the age of 17. Until you turn 18, you must drive under the supervision of a coach sitting next to you. For example, one of your parents can act as a coach. You may have a maximum of 5 coaches. You can arrange this as follows:

  • The coaches must register with the Netherlands Vehicle Authority (RDW).
  • After the coaches have registered, you apply for a supervisor's pass.
  • Once you have received the supervisor's pass, you can apply for your driving licence at the municipality.

Health Certificate

With the Health Certificate, the CBR assesses whether you are mentally and physically fit to drive. This is important for road safety. You can complete this Health Certificate online via the CBR. You can also request the form from the municipality. You need a Health Certificate in the following situations:

  • You are applying for a practical exam for the first time or you want to add a category to your driving licence.
  • You want to obtain or renew a category C and/or D driving licence.
  • You have a medical condition.
  • Your driving licence has been confiscated.
  • You are 75 years of age or older.

Medical examination

You must undergo a medical examination before applying for a driving licence if you:

  • have a medical condition
  • you are 75 years of age or older and your driving licence is expiring
  • you need a driving licence for a truck or bus

Driving licence lost or stolen

Have you lost your driving licence or has it been stolen?

  • Please report this first online to the RDW; this is free of charge. You will need a DigiD for this. Don't have a DigiD? Please report the loss to the municipality; fees apply for reporting a loss.
  • Once you have reported the loss or misuse to the RDW, this cannot be reversed. If you find your driving licence later, you must still apply for a new one. Please surrender your recovered driving licence to your municipality or to the RDW. 

What do I need?

  • A clear, likeness-resembling passport photo taken no more than 6 months ago at the time of application. This photo must meet the passport photo requirements.
  • Money or a debit card. Payment is made directly upon application.
  • When applying for your first driving licence: a valid passport or valid identity card.
  • When renewing your driving licence: the driving licence you already hold. If this is no longer valid, please also bring a valid passport or valid identity card.

Collecting your driving licence

You must collect your driving licence in person from the municipality. Please bring your old driving licence with you.

Extra information

Driving licences feature a new chip. This chip allows you to log in to DigiD. Was your driving licence issued after 1 July 2023? If so, you will receive a letter from DigiD within 5 working days of collection. This letter contains a PIN code, which you can use to activate the login function.

Novice driving licence

Anyone who obtains their first driving licence is considered a novice driver. Your age does not matter, nor does the type of vehicle the licence is for. The duration of your status as a novice driver depends on your age.

  • Persons aged 18 or older are novice drivers for 5 years. 
  • 17-year-olds are novice drivers for 5 years if they hold a category B driving licence. If they only hold a category AM driving licence, a period of 7 years as a novice driver applies. 
  • 16-year-olds are novice drivers for 7 years.

New drivers receive a provisional driver’s license. This is a regular driver’s license, but it includes a point system for serious traffic violations. For more information, visit the website of the Dutch Traffic Authority ( Rijksoverheid).

Military driving licence

A Dutch military driving licence is not valid outside the military organisation. However, you can exchange your military driving licence for a regular driving licence at the municipality. You must do this within 3 years of the military driving licence being issued.

Foreign driving licence

With a valid foreign driving licence, you are permitted to drive in NL for a specific period of time. This depends on the country where your driving licence was issued. For more information, please visit the website of the RDW.

Code 95

  • Code 95 must be stated on your driving licence if you intend to drive a bus or truck for your work.
  • This code demonstrates that you are qualified for the work.
  • Have you passed the exams and tests? Then you can apply for a new driving licence at the municipality.
  • The code 95 will be placed on your new driving licence behind category C and/or D.
  • Were you born before 1 July 1955? DE new rules apply to you as of 1 December 2020.
