Development of the Segaar-Arsenaal in Voorschoten Can Finally Begin

Development of the Segaar-Arsenaal site in Voorschoten can now officially begin. Residents living along Leidseweg feared that the construction would lead to increased flooding. For that reason, they filed an appeal with the Council of State. However, the Council ruled that studies show flooding is more likely to decrease than to increase.

The construction site

On the Segaar-Arsenaal site, between Leidseweg and Korte Vliet, the new residential neighborhood “Park Arsenaal” will be built, featuring 100 homes. Two apartment buildings will together provide 44 rental apartments, 30 of which will be affordable housing and 14 will be mid-range rentals. In addition, there will be 6 duplexes (affordable for-sale units), 49 single-family homes, and 1 detached home. The park will also be improved.

Independent research

Residents living along Leidseweg, who already have water in their crawl spaces, are concerned that this problem will get worse. Various studies on the effects of the construction on the groundwater level showed that this concern is unfounded. However, because Niersman Projectontwikkeling BV commissioned the study itself, residents believed the results were not objective and asked the Council of State to reject the construction plans. The Council determined that the study was indeed independent and rejected the request.

Connection to the storm sewer system

“High groundwater levels and water in crawl spaces remain a concern for the municipality,” emphasizes Alderman Hans van der Elst. “For example, the new streets will be connected to the storm sewer system, which will reduce the amount of water seeping into the ground. In addition, we are implementing the recommendations from the Rijnland Water Board. In any case, I’m glad that we can now get started on building new homes, which so many people are eagerly awaiting.”

Sales of the new homes will begin in the second quarter of 2026. The site preparation phase will also begin in the third quarter, during which the underground infrastructure will be installed.
