Segaar-Arsenaal Redevelopment

The new residential neighborhood "Park Arsenaal," comprising 100 homes, will be built on the Segaar-Arsenaal site. The site is located in the Noord-Hofland neighborhood between Leidseweg and Korte Vliet, south of Trompweg.
The two apartment buildings together will provide 44 social rental apartments, 30 of which will be low-income housing and 14 will be mid-range rentals. In addition, there will be 6 duplexes (affordable for-sale units), 49 single-family homes, and 1 detached home. The park will also be improved.
Current Status
On March 6, 2026, the Council of State ruled that the appeal filed by “ ” against the Segaar-Arsenaal zoning plan was unfounded. This clears the way for the construction of the homes on the site. Preparatory work on the site has since begun.

Participation
Between October 2017 and April 2018, seven meetings were organized to develop a preferred model in broad terms. Another residents’ meeting was held in October 2019. The preferred model resulting from these participatory meetings laid the foundation for the spatial framework in 2020. An information evening regarding the plan’s implementation was held in September 2022. All stakeholders had the opportunity to comment on the draft zoning plan in May/June 2023.
