Niersman Project Development and the Municipality of Voorschoten Sign a Preliminary Agreement for Raadhuislaan 41-47
The construction of a new health center and 44 homes on Raadhuislaan. Niersman Project Development and the municipality of Voorschoten have entered into a preliminary agreement for this project. The agreement stipulates that some of the homes at Raadhuislaan 41–47 will be adapted for seniors and for people with disabilities or functional limitations.
Alderman Van der Elst, Housing Portfolio: “It was quite a challenge to develop a good plan for this site. There has been a desire to build a health center here for years. And, of course, we’d like to see more housing in Voorschoten. All of that had to be incorporated into this plot without compromising livability and quality. We now have a plan that we can rightly say meets many different interests and wishes.”
Purpose of the Agreement
In September 2024, the city council established the guiding principles for the project in what is known as the “Implementation Framework.” The municipality and Niersman Project Development have now also formalized the agreements regarding the construction of the health center and the 44 homes in this preliminary agreement. The agreement includes provisions regarding, for example, the affordability of the homes, parking, and the green design of the development area. Now that the agreement has been signed, both parties can proceed with the preparations to carry out the construction.

Health Center
The future health center on Raadhuislaan will be a place that many residents will use. It will bring together various healthcare services. Among others, several collaborating general practitioners, a pharmacy, a physical therapist, and a dietitian will be based here. This will ensure that care is well-coordinated and that everything is available under one roof.
Housing for Seniors
The new homes are being built above the health center and are therefore located close to healthcare facilities. This makes these homes particularly suitable for seniors. For this reason, some of the homes will be adapted to meet the needs of seniors and people with disabilities or functional limitations. A priority program is also being established for seniors who are leaving a single-family home in Voorschoten. This will help stimulate turnover in the housing market, which in turn will create opportunities for other home seekers.
Planning
Niersman Project Development is currently workingonfurther refining the design and conducting the necessary studies. The plan is to go through the permitting process in 2025 and begin construction in 2026. The health center and the homes are expected to be completed in 2027.
