Good child care is very important. Children need to feel safe and be given the space to develop. That is why theDutch Child Care Association( Rijksoverheid ) has establishedquality standards that child care organizations must adhere to.

What you need to arrange

Location and licences

  • Check the zoning plan of the municipality.
  • Check which licences you need.
  • Is the location unsuitable according to the zoning plan? Ask the municipality at authorisation .

Fire safety

  • More than 10 children younger than 12 years? EN you need a fire safety licence from the municipality.
  • Fewer than 10 children? EN a use notification suffices.

Certificate of Good Conduct ( behaviour , VOG)

  • Apply for a VOG Legal Entities for your organisation.
  • All employees must have a Certificate of Conduct for Individuals (VOG Particulieren) (screening profile 84 or 86).
  • Employees can apply for this via Justis or by using a form provided by the municipality.
  • With a VOG, you and your employees can enrol in DUO's childcare personnel registry.

Register with the Childcare Disputes Committee

  • Register your childcare facility with the Geschillencommissie Kinderopvang. Without registration, you cannot register with the National Childcare Register (LRK).

  • Parents can view information about day care centers and inspection reports in the LRK.
  • Apply to the municipality to register your business at least 10 weeks before opening. Use one of the following forms:

Pedagogical policy officer

  • Since 2019, having a pedagogical policy officer is mandatory.
  • He/she coaches pedagogical staff and develops pedagogical policy.

How long does it take?

The GGD (Public Health Service) checks whether your childcare facility meets all requirements. You will receive the municipal decision no later than 10 weeks after your LRK application.
