Laying Cables and Pipes in Public Land

You may only lay cables and pipes underground in public areas. You must first report this to the Land Registry.

If you want to install cables and pipes above ground, you will need an environmental permit.

What should I do?

Please file your report with the Land Registry at . When doing so, please provide the following information:

  • a description of the work
  • a schedule of all the work
  • the planned start date and duration of the work
  • the type of cable or pipe to be installed
  • the number of cables or pipes to be installed
  • information about where the cable or pipeline will be laid (route)

In certain situations, reporting alone is not enough:

  • If you are installing new pipelines for hazardous substances along a new route, please request that the environmental plan be amended.
  • If you are installing new piping for hazardous substances along an existing route, apply for an environmental permit.
  • If you are installing cables or pipes above ground, you will need an environmental permit. You can apply for one through the Omgevingsloket at .
