Laying cables and pipes in public land

You may only lay cables and pipes in the ground in public areas. You must first report this to the Land Registry (Kadaster).

If you wish to place cables and pipelines above ground, you need an environmental licence.

What to do?

You submit your notification to the Kadaster. Please provide the following information:

  • a description of the work
  • a schedule for all work activities
  • the planned start date and duration of the work
  • the type of cable or pipeline to be installed
  • the number of cables or pipelines to be installed
  • details of the location where the cable or pipeline will be laid (route)

In certain situations, a notification is not sufficient:

  • If you are installing new piping for hazardous substances along a new route, please request that the environmental plan be updated.
  • If you are installing new pipelines for hazardous substances along an existing route, you must apply for an environmental licence.
  • If you place cables or pipelines above ground, you require an environmental licence. You can apply for this via the Omgevingsloket.
