Segaar-Arsenaal Redevelopment

The new Park Arsenaal residential neighborhood, comprising 100 homes, will be built on the Segaar-Arsenaal site. The site is located in the Noord-Hofland neighborhood between Leidseweg and Korte Vliet, south of Trompweg.
The two apartment buildings together will provide 44 social rental apartments, 30 of which will be low-income housing and 14 will be mid-range rental units. In addition, there will be 6 duplexes (affordable for-sale units), 49 single-family homes, and 1 detached home. The park will also be improved. Preparatory work has already begun.

Route for Construction Traffic
At the information session on July 9, 2026, local residents expressed their preference for an alternative route for construction traffic. Later that month, Niersman met with the affected residents. The municipality then reviewed all the arguments once again. We are sticking to the chosen route. In this message, we would like to explain why we are doing so.
Selected route
The municipality opted for the so-called North-North Route. Traffic safety is the main reason for this decision. An additional reason is that the municipality does not expect any road closures on this route in 2027 and 2028. As a result, construction traffic will not be disrupted.
Alternative route
The alternate route will be closed periodically in 2027 and 2028. This is necessary, among other things, to modify the intersections of Leidseweg with Bachlaan and Mozartlaan, to perform major maintenance on the bridges over the Korte Vliet, and to carry out major maintenance in Adegeest.

Niersman will host another information session in early September. The municipality will also be present. If desired, the municipality will provide further clarification on the decision that evening.
Council of State Ruling
On March 6, 2026, the Council of State declared the appeal against the Segaar-Arsenaal zoning plan unfounded. This clears the way for the realization of the homes on the site. Preparatory work on the site has now begun.
