The Municipality of Voorschoten Signs a Preliminary Agreement for the Construction of the New Starrenburg III Residential Development
There were quite a few intense discussions leading up to this. Nevertheless, the project developers and the municipality of Voorschoten were able to find common ground time and again. The goal was the same for all parties: to build a new residential neighborhood in Voorschoten. The preliminary agreement has now been signed. In the Starrenburg III residential neighborhood, 356 homes will be built, including rental and for-sale units in various price ranges. The next step is to finalize the Development Plan.
Alderman Van der Elst, Housing Portfolio: “We held extensive discussions with De Raad Bouw and Niersman Project Development. We reached a good agreement together. We can therefore confidently call this signing another true milestone. In the prior agreement, we set out arrangements for an accurate cost allocation, measures to improve traffic safety on Zuiderzichtlaan, and we stipulate that we will develop at least 15% social housing units, 15% affordable owner-occupied homes, and 8% affordable owner-occupied homes in Starrenburg III.”
Sustainable and climate-resilient
The new neighborhood will be designed with sustainability in mind, focusing on climate and biodiversity. And that doesn’t just mean gas-free construction. In the Urban Planning Explanatory Memorandum, the developers have outlined how sustainability, climate adaptation, and biodiversity-enhancing measures will be implemented. For example, the new homes will be heated using heat pumps. Nesting boxes will be incorporated into the facades, and a wide variety of flowering plants, native shrubs, and trees will be planted. Paving around the apartments will be kept to a minimum. Significant attention is also being paid to soil conditions, as the site partially consists of soft peat soil.
Planning
In January 2025, the approved Implementation Plan will be published onwww.officielebekendmakingen.nl. We will then proceed with the Development Plan in 2025. The developers will organize an information session this coming spring to present the Development Plan. Preparatory work on the site is expected to begin in late 2025, after which construction can commence. The first homes are expected to be ready for occupancy in 2027.
