Starrenburg III

Starrenburg III is a new residential neighborhood south of Starrenburg II, between Veurseweg and the Vliet. It will feature 356 homes in various types and price ranges. The development is being managed by De Raad Bouw and Niersman Projectontwikkeling, which have reached agreements with the municipality of Voorschoten regarding this project.

Previous News
Public participation took place during the planning phase. On June 7, 2022, a residents’ meeting was held, during which the developers and the architect explained the urban development plan and answered questions. The related documents can be found at the bottom of the page under “Council Information.”
The Starrenburg III Implementation Plan was submitted for approval at the end of 2023 and was adopted and published in January 2025 via “Regels” on the “ Map ” (omgevingswet). The amended urban development plan was adopted on December 3, 2024, by the Municipal Executive’s “ executive board ” committee.
In December 2024, the municipality of Voorschoten, De Raad Bouw, and Niersman Projectontwikkeling entered into a preliminary agreement regarding the construction of Starrenburg III. This agreement sets out the terms for the development of the neighborhood.
Preparatory work began in March 2026.
On March 31, 2026, residents living near Veurseweg received a letter regarding the temporary construction road on Veurseweg. It can be found at the bottom of the page under “Letters.”
Starting in April 2026, the municipality held additional meetings with the developers, and we made further agreements regarding implementation and communication.
On May 7, 2026, the municipality of Voorschoten sent a registered letter to De Raad Bouw regarding the failure to comply with the agreements that had been made. You can find this letter at the bottom of the page under “Letters.”
On May 12, 2026, the municipality received the report from the environmental agency regarding the materials used in the construction of the access road. The informational letter (including the recommendation, audit report, and registered letter) can be found at the bottom of the page under “Council Information.” On May 13, 2026, the municipality issued a press release on this matter.
On May 15, the municipality sent out a letter to residents regarding the current status and next steps. You can find this letter at the bottom of this page under the "Letters" heading.
On May 20, the developer was still using the construction road. The ODWH remains responsible for supervision and enforcement and is taking further action. The results of the investigation will be taken into account in this process.
On May 22, the ODWH issued an order subject to a penalty payment to the Raad Bouw and the general contractor WB Infra. This means that the developer must resolve the situation either by applying for legalization (a “ licence ”) or—if that is not possible—by removing the material within a reasonable period of time. Objections and appeals may be filed against this decision. The order subject to a penalty provides the parties with four weeks to comply with the legal requirements.
On July 3, 2026, the West-Holland Environmental Agency (ODWH) imposed an order subject to a penalty payment on De Raad Bouw B.V. and contractor WB Infra B.V. The parties involved must resolve the situation by demonstrating compliance with the legal requirements or by removing the material in question. They may file an objection to this decision and appeal it.
