The Municipality of Voorschoten and Niersman Projectontwikkeling B.V. Sign an Agreement for the Construction of 100 Homes on the Segaar-Arsenaal Site
The contracts have been signed. A small-scale residential neighborhood with 100 homes and a park will be built on the Segaar-Arsenaal site in Noord-Hofland. The neighborhood will feature a mix of rental and owner-occupied homes in various price ranges. The project developer and the municipality of Voorschoten have signed an agreement regarding the construction of this residential neighborhood. The next step is to finalize the new zoning plan.

Purpose of the Agreement
Since the adoption of a spatial framework in late 2020, significant work has been done on various studies to bring this new residential neighborhood to fruition. This led to a new draft zoning plan, which was made available for public review in May 2023. Prior to the decision-making process regarding the zoning plan, the municipality of Voorschoten and Niersman Projectontwikkeling B.V. are entering into a preliminary agreement. This agreement includes provisions regarding, among other things, the design of public spaces, the construction phase, and the price ranges of the homes. The signing of this agreement marks an important milestone in the realization of this forward-looking residential neighborhood.
Sustainable and nature-inclusive
The new neighborhood will be designed with sustainability in mind, with a focus on biodiversity. This goes beyond simply building without natural gas. The project initiator has drawn up a document outlining the sustainability, climate adaptation, and biodiversity-enhancing measures that will be implemented. Among other things, it states that at least 80 meters of nature-friendly riverbank will be created, at least 70 new trees will be planted, and nesting boxes will be installed for bats, insects, and birds.

Planning
On July 4, 2024, the adoption of the zoning plan is on the city council’s agenda. The plan is to begin construction in 2025. The first homes are expected to be ready for occupancy in 2026.
