Liander's Neighborhood Approach

In collaboration with the municipality of Voorschoten, grid operator Liander will double the number of electrical substations in the coming years. Thanks to the upgrade of the power grid, residents will continue to have sufficient power in the future.

Whether it’s electric cooking, an electric car, or other electric household appliances, residents are using more and more electricity. That’s why grid operator Liander is set to double the number of electricity substations.

Neighborhood Approach

Doubling the number of electrical cabinets is a major undertaking. To carry out this large-scale project, Liander and the municipality have opted for a neighborhood-by-neighborhood approach. This means that Liander will, as much as possible, carry out the work for an entire neighborhood at once and tailor it to the neighborhood’s specific needs. After all, every neighborhood is different. Consider the geographical layout, such as the historic center and pre-war and post-war residential areas. Or think about details, such as the most suitable color for the electrical cabinets.

Participation

For each neighborhood, Liander and the municipality draw up a neighborhood implementation plan. This plan outlines how local residents and other stakeholders will be informed about the site selection, design, integration, and implementation phase. The level of participation at this stage is “being kept informed.” At the start of the neighborhood implementation plan, it may be agreed upon in consultation with the community manager that local residents may participate in the design and integration—in other words, contribute their ideas.

Additional Agreements

In June 2026, Liander and the municipality reached additional agreements. These agreements outline how they will balance the various interests in each neighborhood, such as technical requirements, safety, green spaces, parking, and accessibility for management and maintenance. They also outline how residents will be informed about the plans in their neighborhood, such as through a letter to residents containing information about the plans, the locations of the electrical substations, and the next steps in the process.

What does an electrical substation do?

In a 3-by-3-meter electrical substation, approximately 2 meters high, electricity is converted from medium voltage (usually 10,000 volts) to low voltage (230 or 400 volts)—the voltage that comes out of the outlet at home. Other names for these substations include transformer substation, transformer house, and medium-voltage room (MSR).

Who decides where the cottages will be built?

The municipality and Liander work together to carefully determine where the electrical cabinets will be located. This is often a complicated process. Underground, there are gas and water lines, internet cables, tree roots, and sewer lines. A cabinet cannot be placed on top of these. Above ground, there are regulations regarding green spaces, the preservation of protected urban and rural landscapes, and traffic safety.
