Remove a dwelling from the housing stock
As a homeowner, you can remove your home from the housing stock. The home will then no longer be suitable for the same number of people to live in. You can remove a home from the housing stock in the following ways:
- You want to use a home for something else, such as an office.
- You want to combine two homes.
- You want to demolish a house.
- You want to use a home to rent out rooms.
Would you like to make changes to a residence in one of these ways, and does the residence have a rent below the rent liberalization threshold? In that case, pursuant to Article 21 of the Housing Act, you must apply to the municipality for a withdrawal permit.
What should I do?
- You apply for the permit with the municipality.
- Sometimes you’ll also need an environmental permit. For example, if you’re planning to renovate your home. If you don’t have an environmental permit yet, you can apply for one right away.

- number of rooms
- living space
- residential floor
- condition
Information regarding the situation if you wish to use the property for a different purpose:
- new use of the home
- construction drawing/environmental permit
- compensation proposal
Information about the situation if you want to combine two homes:
- new rental or purchase price
- name of the new resident
- number of new residents
- written consent from the tenant
