What is the Social Support Act (Wmo)?

Being part of society and participating in it is important to many people. Sometimes, that requires support—for example, because a disability, illness, or your age prevents you from doing everything on your own. Here you can read more about the Wmo and how it works.

Working Together to Determine What Is Truly Needed

Solutions are often right under your nose. Most of the time, family, friends, acquaintances, and neighbors can provide the help you need. The municipality can also refer you to a social services or volunteer organization. And sometimes you can buy or borrow something yourself that makes your daily life a little easier. If you really can’t solve your problems that way, the municipality will work with you to determine whether assistance under the Wmo is needed. To do this, the municipality will first have a conversation with you. This conversation is also known as the “kitchen table discussion.”

During the conversation, the topics discussed include:

  • your personal situation
  • what you have already done on your own to resolve the issues
  • What You Can Still Do Yourself
  • What the people around you can do for you
  • It may be helpful to have someone else present during this conversation. So please feel free to ask a family member, friend, or acquaintance to join you. You can also seek the assistance of an independent client advocate.

Help for those who really need it

When providing assistance under the Wmo, the municipality keeps costs in mind. This means it cannot solve all your problems. Unfortunately, you will have to accept some problems or limitations, no matter how frustrating that may be. However, the municipality will help you continue with your daily life as much as possible by providing the assistance and care that are truly necessary. What does the municipality consider when receiving a Wmo report?

Have you filed a Wmo report? If so, the municipality will review your report. In doing so, it will consider:

  • Preparing for the Future. Do you already know that you’ll need assistance in the future? If so, the municipality expects you to plan for that now. For example, by looking for a new home in a timely manner, or by saving for home modifications. This also includes arranging for assistance in a timely manner following surgery.
  • Your own resources. The municipality will consider what steps you have taken on your own to find a solution and which of your own resources you have utilized.
  • Your preferences. What you want is important, but it isn’t always the deciding factor. The municipality always asks what solution you’d like. Unfortunately, it can’t always take that into account fully. The solution must be feasible—and remain affordable.
  • Your options. The municipality doesn’t solve everything. Do you have limitations? But are you able to participate in daily life without help from the municipality? If so, the municipality doesn’t have to solve everything. It has no obligation to provide compensation if someone is still able to participate on their own.
  • The least expensive solution. If there is more than one service that can provide a solution to your request for assistance, the municipality will choose the least expensive solution.

You will receive a report on the meeting

The Wmo consultant will prepare a report on the meeting. The report will outline the areas where you need support, what you can do on your own, and the agreements you have reached together. You will receive this report within a few weeks.

Application for Wmo Services

Do you agree with the report and the proposal? If so, please sign the report and return it. This will then serve as your application for Wmo services.

We assume that we will find a solution together. A consultation does not always lead to an application for a Wmo service; sometimes there is a better alternative. If you disagree with the report and the proposal, you can file an objection.

How much does assistance under the Wmo cost?

Do you receive assistance under the Wmo? If so, you may sometimes have to pay a portion yourself. This is called the copayment. The copayment is capped at €21.80 per month (2026 rate). You pay this copayment for:

  • help with household chores;
  • resources;
  • home modifications;
  • assisted living;
  • some general facilities.
