Voorschoten Presents Its Annual Financial Statements

The Mayor and Aldermen have drafted the 2023 Policy Framework, the 2022 Spring Policy Statement, and the 2021 Financial Statements. The City Council will review these documents next month and adopt the Policy Framework on Thursday, June 30, and the Spring Policy Statement and Financial Statements on Thursday, July 7.

Since the formation of a new coalition has not yet been finalized and negotiations are still ongoing, this year’s policy framework memorandum and spring memorandum will contain few policy details, unlike in other years. Once a coalition agreement has been reached between the parties, it will become clear what new plans this will lead to and how these will need to be incorporated into the municipal budget at a later date.

 The financial outlook for the years 2023 through 2025 has been relatively positive so far. For the year 2026, expenditures will exceed revenues. This is due to the sharp decline in revenues from the Municipal Fund, a situation affecting all municipalities in the Netherlands. This decline is attributable to the relatively high level of uncertainty surrounding the allocation of additional structural central government funding for youth services, as well as to the effects of the redistribution of the general grant and the scaling-up discount (a discount designed to encourage municipalities to collaborate more). In short, this means that the municipality of Voorschoten must carry out its duties with fewer resources.
