Grant for Civil Society Organizations

The Municipality of Voorschoten is home to many community organisations. Thanks to these organisations, we offer a rich and varied range of activities for our residents. Ranging from sports, education, art and culture to welfare, youth work and poverty prevention. The municipality provides a number of these organisations with subsidies to organise activities for our residents.

In May 2026, the Voorschoten 2026 General Grant Scheme was adopted. It outlines how the municipality allocates grants to community organizations. This allows organizations to see for which activities they can receive grants, what Requirements they must meet, and what rules apply. The municipality provides grants to organizations that contribute to achieving social objectives. These social objectives are set forth, among other places, in the Social Agenda, the Policy Plan social domain, the coalition agreement, and other policy documents. The basis for this grant regulation was established by the municipal council on May 25, 2023. The basis is set forth in the 2024–2027 Subsidy Policy Framework and in the Voorschoten General Subsidy Ordinance 2019. The Voorschoten Municipal Council ( executive board ) has further elaborated on these rules. The subsidy ordinance also explains how to apply for a subsidy. This is important for organizations wishing to apply for a subsidy.

What is a subsidy?

A subsidy is a (temporary) contribution from the municipality. This contribution is intended for activities that support the objectives of the municipality. The municipality provides subsidies to organisations that help achieve these goals. Examples of community objectives include:

  • Providing a diverse and rich cultural offering.  
  • Promoting health and exercise.
  • Contributing to social interaction and connection.
  • Ensuring children grow up safely and healthily. 

There are several rules you must meet to be eligible for a subsidy. For example, the activity must focus on the residents of Voorschoten, contribute to community objectives, and align with municipal policy.

Overview of granted subsidies 2024

In 2024, several organizations received grants from the Municipality of Voorschoten. Click on the link to view the overview. This overview is part of the Voorschoten General Grant Scheme 2023 and is also included in the 2024 annual financial statements. In July 2026, the Voorschoten Municipal Council ( municipal council ) will adopt the 2025 financial statements. Afterward, the overview of grants awarded in 2025 will be published.

How does it work?

  • You can apply for the subsidy for social activities between July 1 and September 15.
  • Further down this webpage (see: Arrange online directly) you can apply directly for the subsidy for social activities. Log in with your DigiD or with eHerkenning.
  • When you open the application form, you will be asked a series of questions to verify that you meet the grant’s Requirements . Please answer these questions as clearly and completely as possible and attach the required documents.
  • Once you have submitted the application form and the required documents, the municipality will evaluate your application.

To apply for a grant, you must meet a number of general Requirements . These include, for example, collaboration with others, the use of volunteers, and accessibility and inclusion.

Each theme has a number of specific Requirements. The application form provides an overview of these Requirements. In the form, you must indicate whether your organization meets these Requirements .

Required information and documents for subsidy application

When submitting your subsidy application, you will fill in various details and attach the required documents. What you precisely need depends on the theme for which you are applying for a subsidy and the amount requested. We advise having the application filled out by the contact person of your organization.

Below are some key details you must provide when completing the grant application. The municipality will evaluate your application based on your responses. The official “ Requirements ” are described in the Voorschoten General Grant Regulation 2019 and in the Voorschoten General Grant Scheme 2026. Please read the “ Requirements ” carefully.

General organization and contact person details

  • Contact details of the organization.
  • Contact details of the applicant and contact person.
  • Chamber of Commerce registration number.
  • Bank details.

Information about your activities

The General Subsidy Scheme Voorschoten 2026 contains various themes. Choose the theme that best fits your activity. Once you have chosen a theme, you will be asked a number of follow-up questions. If you are unsure which theme best aligns with your activity, please contact the municipality via the email address subsidies@voorschoten.NL.

Required for every application:

  • Provide a brief and clear description of your activity.
  • Explain your goals and the expected outcome.
  • Demonstrate how your activity contributes to the subsidy's objectives.
  • Attach a budget and coverage plan.
  • Specify the period and the amount.

Additional information for large applications (from € 50,000):

  • Status of the equalization reserves (with explanation).

Are you applying for a subsidy for the first time this year?

If so, please also attach the following documents:

  • Copy of the deed of incorporation or the articles of association.
  • Most recent annual accounts or annual report.

What happens after the subsidy application?

If you have submitted a grant application, you will receive a confirmation of receipt from the municipality and will be able to download your application. A municipal advisor will then check whether your application is complete. If there are any questions regarding your request, the municipality will contact you. Your application must comply with the rules and fall within the budget.
In December, you will receive notification of the municipality’s decision. This will occur after the municipal council ( municipal council ) has approved the budget, including the available grant budget. If your grant is approved, you will receive the (first) payment before March 1.

You can submit an application for a structural subsidy from July 1 up to and including September 15.

Saving your application temporarily

You can temporarily save your application if you need to look up or gather more details. Your application will be stored for 5 working days if you save it in the interim.

Issues with using DigiD have been resolved!

Until recently, the 'extend session' button did not function properly with DigiD. This was due to a national security measure. Fortunately, this has been resolved.

If you take a temporary break and no activity is detected for a period of time, the message 'Extend session' will appear on your screen. This extension now functions properly again for applications submitted via DigiD.
