Grant for Civil Society Organizations

The municipality of Voorschoten is home to many community organizations. Thanks to these organizations, we offer a rich and varied range of activities for our residents—from sports, education, arts, and culture to social services, youth programs, and poverty prevention. The municipality provides grants to some of these organizations to help them organize activities for our residents.

In May 2026, the Voorschoten 2026 General Grant Program was adopted. It outlines how the municipality allocates grants to community organizations. This allows organizations to see which activities are eligible for grants, what conditions they must meet, and what rules apply. The municipality provides grants to organizations that contribute to achieving social objectives. These social objectives are set forth, among other places, in the Social Agenda, the Social Domain Policy Plan, the coalition agreement, and other policy documents. The basis for this grant regulation was established by the municipal council on May 25, 2023. The framework is set out in the 2024–2027 Subsidy Policy Framework and in the 2019 General Subsidy Regulation of Voorschoten. The municipal executive has further elaborated on these rules. The subsidy regulation also explains how to apply for a subsidy. This is important for organizations wishing to apply for a subsidy.

What is a grant?

A grant is a (temporary) contribution from the municipality. This contribution is intended for activities that support the municipality’s goals. The municipality awards grants to organizations that help achieve these goals. Examples of social goals include:

  • A diverse and rich cultural program.  
  • Promoting Health and Physical Activity
  • Contributing to encounters and connections.
  • Helping children grow up safe and healthy. 

There are a number of rules you must follow to be eligible for a grant. For example, the activity must be aimed at the residents of Voorschoten, contribute to social goals, and be in line with municipal policy.

Overview of Grants Awarded in 2024

In 2024, several organizations received grants from the Municipality of Voorschoten. Click on the link to view the overview. This overview is part of the Voorschoten General Grant Scheme 2023 and is also included in the 2024 annual financial statements. In July 2026, the City Council will approve the 2025 Financial Statements. After that, the overview of grants awarded in 2025 will be published.

How does it work?

  • You can apply for the grant for community activities between July 1 and September 15.
  • Further down on this webpage (see: Apply Online Now), you can apply for the grant for community activities right away. Log in with your DigiD or eHerkenning.
  • When you open the application form, you will be asked a number of questions to verify that you meet the eligibility requirements for the grant. Please answer these questions as clearly and completely as possible and attach the required documents.
  • Once you have submitted the application form and the required documents, the municipality will review your application.

What should I do?

Each theme has a number of specific requirements. The application form provides an overview of these requirements. Please indicate on the form whether your organization meets these requirements.

Information and Documents Required for a Grant Application

When submitting your grant application, you will need to provide various details. You will also need to attach the required documents. Exactly what you need depends on the topic for which you are applying for the grant and the amount you are requesting. We recommend that you have your organization’s contact person fill out the application.

General Information About the Organization and Contact Person

  • The organization's contact information.
  • Contact information for the applicant and the contact person.
  • Chamber of Commerce registration number.
  • Bank information.

Information About Your Activities

The Voorschoten 2026 General Grant Program covers various themes. Select the theme that best fits your activity. Once you have selected a theme, you will be asked a number of follow-up questions. If you are unsure which theme best fits your activity, please contact the municipality at subsidies@voorschoten.nl.

Required for every application:

  • Provide a brief and clear description of your business.
  • Explain what your goals are and what the result is.
  • Show how your activity contributes to the grant's objectives.
  • Include a budget and a funding plan.
  • Please specify the period and the amount.

Additional information for large applications (€50,000 or more):

  • Status of the equalization reserves (with explanation).

Are you applying for a grant for the first time this year?

Please also include the following documents:

  • A copy of the certificate of incorporation or the articles of incorporation.
  • Most recent financial statements or annual report.

What happens after the grant application is submitted?

If you have submitted a grant application, you will receive a confirmation of receipt from the municipality and you can download your application. A municipal advisor will then check whether your application is complete. If there are any questions about your request, the municipality will contact you. Your application must comply with the rules and also fit within the budget.
In December, you will receive notification of the municipality’s decision. This will occur after the city council has approved the budget, including the available grant budget. If your grant is approved, you will receive the (first) payment before March 1.

From July 1 through September 15, you can submit an application for a recurring grant.

Saving Your Application Temporarily

You can temporarily save your application if you need to look up or gather more information. Your application will be saved for 5 business days if you have saved it in the meantime.

Problems with using DigiD have been resolved!

Until recently, the "Extend Session" button wasn't working properly on DigiD. This was due to a nationwide security measure. Fortunately, the issue has been resolved.

If you pause temporarily and no activity is detected for a while, the message “Extend session” will appear on the screen. This extension now works again for requests made via DigiD.
