Construction of Twee Scheve Huisjes at Rosenburgherlaan
The municipalities in the Holland Rijnland region have agreed to build a total of 15 “Scheve huisjes” together. These include the municipalities of Voorschoten, Oegstgeest, Zoeterwoude, Kaag en Braassem, Nieuwkoop, Katwijk, Alphen aan den Rijn, Leiden, Hillegom, and Noordwijk. The municipality of Voorschoten will build 2 “Scheve huisjes.”
Crooked Little Houses
"Crooked houses" are intended for people who have more difficulty adapting. It is harder for them to take into account neighbours or neighbourhood. As a result, their behaviour may be perceived as a nuisance—for example, because they have a disrupted day-night rhythm, or because social interactions can cause them a high level of stress.
That is why the Scheve Huisjes are located away from residential neighborhoods. This provides peace and quiet for the residents of the Scheve Huisjes—and for the residents of the “ neighbourhood.” The residents of the Scheve Huisjes receive intensive support so that they can eventually return to living in a residential neighborhood.
Collaboration
Together with the housing authority Rijnhart Wonen and the healthcare organization Stichting De Binnenvest, the municipality is overseeing the construction of the Scheve huisjes.
Participation
Local residents are involved in the process, including through discussions and an informational meeting. You can find the report at the bottom of the page. The municipality will continue to keep local residents informed about the project’s progress.
Achieved so far
The municipality has evaluated several locations for the Scheve Huisjes. The evaluation showed that Rosenburgherlaan is the most suitable location.
On October 1, 2024, the Mayor and Aldermen’s “ executive board ” decided to definitively designate this location.
In the period that followed, discussions were held with local residents. An informational meeting took place on February 18, 2025.
On September 23, 2025, the environmental permit was granted. Subsequently, in November 2025, local residents filed objections to the construction of the Scheve Huisjes.
In January 2026, a hearing on this matter was held before the Appeals and Objections Committee.
In March 2026, the National Environmental Assessment Board ( executive board), acting on the recommendation of this committee, decided to declare the objections unfounded and to uphold the decision to grant the “ licence .”
