Plans and Rules

The municipality is responsible for the collection and processing of household waste. Household waste is waste generated by residents. It is not commercial waste.

The municipality establishes plans and regulations to collect and process household waste.

Rules on Waste and Raw Materials

The Waste Management Ordinance sets out the municipality’s duties and responsibilities regarding waste and raw materials. This includes, for example, waste collection, as well as the related rules for the municipality and the residents of Voorschoten. For instance, residents are required to separate waste paper and cardboard and place them out for the municipality to collect separately. Click here for the Waste Management Ordinance.

The implementation decree specifies what the municipality does. For example, it states that the municipality collects textiles using collection bins and empties the general waste bins for residents with a house and yard once every two weeks . Click here for the implementation decree. 

Monitoring and Control

The waste management coach and the special enforcement officers monitor and verify whether the residents of Voorschoten are complying with the rules regarding waste and raw materials.

The policy guideline on enforcement of improper waste disposal sets out the applicable rules. For example, residents must place food scraps and vegetable, fruit, and yard waste in a container designated for food scraps and vegetable, fruit, and yard waste. It also explains what the waste coach and enforcement officers do when residents dispose of waste or raw materials incorrectly. For example, a resident will first receive a warning. Raw Materials Plan

On April 3, 2025, the city council decided to extend the raw materials plan until December 31, 2029. 

For example, the raw materials plan states that the municipality uses information about waste and raw materials to encourage the residents of Voorschoten to sort their waste more effectively.
