Development Vision for Business Parks

The municipality of Voorschoten is working on a Development Vision for Business Parks. We want to develop the business parks into future-proof and attractive locations for existing and new businesses, with a good balance between living and working. The business parks still offer many opportunities for entrepreneurs. We want to make the most of these opportunities. In this way, we will ensure a high quality of life and an attractive living and working environment.
Current Status
Space on our existing business parks is limited. It is important to have sufficient space for the growth of businesses in Voorschoten so that they can continue to operate. At the same time, the municipality wants to maintain employment levels and increase them where possible.
The following industrial parks are involved:
- The Dobbe neighborhood and the smaller clusters of businesses along Molenlaan, Rouboslaan-Papeweg (the Station Area), Hofweg, and Rouwkooplaan.
- In the Dobbewijk neighborhood, we are exploring potential expansion options. We are looking into improvements around the smaller clusters of businesses on Molenlaan, Rouboslaan-Papeweg (the Station Area), Hofweg, and Rouwkooplaan. Expansion is not possible due to the location of these businesses.
The development vision will provide insight into:
- Current and future demand for commercial space. We take into account the development agreements we make at the regional level. Local demand for space plays an important role in this.
- We investigate where and how space can be used more effectively—by freeing up, developing, expanding, or preserving space as it is. We create a plan that shows the layout of the available space in the municipality, categorized by, for example, environmental category or type of business activity. This allows us to better align the use of space with the location of new initiatives.
- The future-readiness of our business parks is our guiding principle, including sustainability,climate resilience, and modernization of the business parks.

Planning
On November 14, 2024, we will present a memorandum to the council. This document outlines our general plan—a so-called framework memorandum—and includes various scenarios. The council will then adopt this memorandum, establishing the framework and the goal we aim to achieve for a potential expansion. We will incorporate this into the development vision. The council will adopt the development vision in the second quarter of 2025.
Participation
The municipality wants to know what ideas and needs the business owners and immediate neighbors of the aforementioned industrial parks have.
There are 4 rounds of participation:
- Assessment of the needs of business owners and immediate neighbors –2nd quarter of 2024.
- Stakeholder Review of the Draft Policy Framework – August 27, 2024
- Review of the Draft Policy Framework Memorandum, September 4, 2024
- Adoption of the policy framework document by the council on November 14, 2024
