New Stormwater Regulation for Voorschoten

Voorschoten is also experiencing increasingly frequent heavy downpours. This can cause streets, basements, homes, and other buildings to flood. The municipality wants to prevent such disruptions as much as possible and has therefore drafted a new Stormwater Ordinance in collaboration with neighboring municipalities, the Water Board, and the drinking water utility. The Voorschoten City Council recently adopted this ordinance. The most important provision of the ordinance is that, for new construction, rainwater may not be directed into the sewer system via a downspout. Homeowners and property owners of new buildings must collect rainwater in a different manner.

Councilwoman Erika Spil: “Too many people in Voorschoten get wet feet during a heavy downpour. By capturing rainwater in new construction projects, we can improve this situation. Fortunately, there are many ways to do this.”

More and more frequent downpours

Climate change is increasing the likelihood of downpours and prolonged rainfall. Much of this precipitation (rainwater) flows from roofs and sidewalks through downspouts or drains into the public sewer system. This is not only a waste, but can also cause problems. If the sewer system cannot handle the volume of rainwater, the water pools on the streets. Or worse: basements, homes, and other buildings flood. To prevent this, municipalities are now redesigning public spaces to include less pavement and more greenery. But that’s not enough. Homeowners and property owners can also do their part by not directing rainwater into the sewer system but instead collecting it on their own property.

For new construction, choosing an alternative to the downspout is mandatory

For new construction, you must choose an alternative to the standard downspout. This applies to new construction, additions, or major renovations of existing buildings of 50 square meters or more. When applying for a building or renovation permit, you, as the owner, must demonstrate that you can collect and manage 60 liters of rainwater per square meter.
