New Bibob agreements to reduce the risk of criminal abuse
The mayors of all municipalities in the Leiden-Bollenstreek region, including Voorschoten, have agreed to the updated 2026 Bibob standard. This reduces the risk of licence applications, real estate transactions, subsidy applications, and public procurement being abused for criminal activities.
Criminal activity should not be given any room in villages, shopping areas, business parks, or municipal projects. The Public Administration (Probity Screening) Act (Wet Bibob) gives municipalities the opportunity to investigate the background of businesses and individuals with whom they do business. By assessing applications and agreements according to the same principles, the municipalities promote fair entrepreneurship.

“The new Bibob agreements are important for a safe living environment and a healthy business climate,” says Mayor Nadine Stemerdink. “Subversion does not stop at municipal borders. Therefore, our approach does not either. With this joint standard, we show that we are EN line in step. By using the same solid foundation, we prevent criminals from moving to another municipality.”
Support from the RIEC
The municipalities carry out Bibob investigations independently. Where necessary, they can request support from the Regional Information and Expertise Centre (RIEC) The Hague.
