New Bibob Agreements to Reduce the Risk of Criminal Abuse
The mayors of all municipalities in the Leiden-Bollenstreek region, including Voorschoten, have approved the revised 2026 Bibob standard. By doing so, they are reducing the risk that permit applications, real estate transactions, grant applications, and government contracts will be misused for criminal activities.
Criminal activities must not be allowed to take root in villages, shopping districts, business parks, or municipal projects. The Act on the Promotion of Integrity Assessments by Public Authorities (Bibob Act) enables municipalities to conduct background checks on companies and individuals with whom they do business. By reviewing applications and agreements based on the same principles, municipalities promote honest entrepreneurship.
Getting on the same page
“The new Bibob agreements are important for a safe living environment and a healthy business climate,” says Mayor Nadine Stemerdink. “Subversion doesn’t stop at municipal boundaries. Neither does our approach. With this joint standard, we’re showing that we’re all on the same page. By using the same solid foundation, we prevent criminals from moving to another municipality.”
Support for the RIEC
The municipalities conduct Bibob investigations independently. When necessary, they can request support from the Regional Information and Expertise Center (RIEC) in The Hague.
