2 Jan Evertsen Avenue
There is a great need for additional housing in Voorschoten. At Jan Evertsenlaan 2, the plan is to renovate the Noord-Hofland health center and build new homes.
In an earlier phase, various plans were drawn up for the site. These plans met with significant resistance from local residents. It was then decided to restart the project. A focus group was established for this purpose. The following individuals participate in this focus group:
- a number of local residents;
- the health center;
- Weboma, the initiator;
- the municipality.
Current Status
The municipality has explored what a new building might look like. Two designs were created. Based on feedback from local residents, one design was modified and further developed. This has resulted in a preliminary design.
The municipality, in consultation with the developer and the advisory group, has drawn up a framework for implementation.
The implementation framework was presented to the council on July 3. The council adopted the implementation framework with a number of amendments. Using the implementation framework as a starting point, the developer can continue with the process and the remaining phase of the public participation process in order to submit a permit application.
Participation
The Municipality of Voorschoten would like to hear from stakeholders about what they consider important for the site. This input will be incorporated into the design for the new building. The municipality is organizing community meetings and has established a focus group. The neighborhood residents in the focus group speak on behalf of all local residents. The focus group has agreed on a participation plan and is discussing the design study.

- On December 22, 2022, a residents’ meeting was held to discuss what residents consider important for the new development. These input were incorporated into the design study.
- On July 10, 2024, two possible designs were discussed at a residents’ meeting. Residents were able to share what they liked and didn’t like about the designs and indicate which one they preferred. Based on that feedback, one design was further developed and modified.
- On November 28, 2024, the design for the new building was discussed during a residents’ meeting. Residents had the opportunity to share which architectural style they preferred for the building.
