Holland Rijnland Makes Agreements on Housing Construction Available for Public Review

Since December 15, Holland Rijnland has made two documents available for public review that are of interest to residents of Voorschoten: the regional housing agenda and the regional housing ordinance. Residents have until March 21, 2023, to submit their comments.

The thirteen municipalities within the Holland Rijnland partnership are updating the regional housing agenda and the regional housing ordinance. Both documents will impact the housing market in the municipality of Voorschoten, as they set out the new policy frameworks for the housing vision that our municipality will draft in 2023. The municipal council will submit its opinion to Holland Rijnland. Residents can also provide feedback via the Holland Rijnland website.

The regional housing agenda sets out agreements regarding housing construction. These include the proportion of social housing and new construction in the mid-range segment, as well as tools the municipality can use to better guide the composition and quality of the housing stock. The agenda highlights regional needs and aligns with the national goal of increasing the supply of affordable housing.

The regional housing ordinance sets forth rules for social housing rentals. These rules apply to housing associations and private landlords with more than ten social housing units. The municipal executive may also require a permit for the rental of mid-priced housing units. The ordinance also explains how a resident can apply for priority housing or register for a trailer park site.

The Housing, Land Use, and Green Spaces Committee of the Municipality of Voorschoten will review the documents containing the proposed opinion on February 9, 2023. The topic will be on the municipal council’s agenda on March 9, 2023. The municipal council will then forward its opinion to Holland Rijnland. In mid-2023, the general board of Holland Rijnland—on which the municipality of Voorschoten is also represented—will adopt both documents.
