Major Maintenance in the Area Around the Hofland Shopping Center

Last updated: March 17, 2026

The Municipality of Voorschoten has presented the preliminary final design (vDO) for the streets surrounding the Hofland shopping center. The design is part of a major maintenance project for public spaces.

Hofland Shopping Center

The area surrounding the Hofland shopping center will be revitalized with attractive parking facilities for cars and bicycles. Public green spaces will be renovated where necessary. The reason for these improvements is the necessary major maintenance on the sewer system and roads at the following locations:

  • Jan Evertsen Avenue
  • Baron van Ghent Avenue
  • Plancius Park
  • Aert van Neslaan

Upgrade to current standards

The work is necessary because the sewer system is outdated. In addition, the roads are suffering from subsidence and rutting. Furthermore, the public space around the Hofland shopping center is outdated. The 1980s-era design needs an upgrade to meet today’s standards.

Climate-Adaptive Design

The design of public spaces can be improved by, for example, widening parking spaces, expanding bicycle parking options, and designing residential streets to be sustainably safe (30 km) with accompanying speed-reducing measures. There is also a desire to design the neighborhood to be climate-resilient. This means taking climate change into account.

Planning and Communication

The municipality plans to begin major maintenance work around the Hofland shopping center in Q4 2026.

We worked with residents and other stakeholders to develop a new design for the streets. In this way, we collaborated to create a pleasant and future-proof neighborhood. At the bottom of this page, you will find the vDO and the sewer system design.

Working Group

The “Major Maintenance of the Hofland Shopping Center Area” working group was launched in late 2023. This working group includes local residents, shop owners, the consulting firm Dogger Infra, and the municipality of Voorschoten.

In 2024 and 2025, the working group collaborated effectively to develop a design that fits in with the surroundings.

The working group will remain actively involved until the final design is completed.
