The Municipality of Voorschoten Presents Its 2023 Financial Statements, 2024 Spring Budget Memorandum, and 2025 Policy Framework Memorandum
The 2023 financial statements, the 2024 Spring Memorandum, and the 2025 Framework Memorandum outline the plans and figures for the municipality of Voorschoten. Through these three documents, the “ executive board ” (Municipal Management Team) of the mayor and aldermen reports to the “ municipal council ” (Municipal Council) on results, ongoing “ programme,” and future plans.
2023 Financial Statements
Through its annual financial statements, the Foundation for the Preservation of the Cultural Heritage of the Netherlands ( executive board ) provides a final report on the past year. Alderman Hans van der Elst: “We review the revenue, expenses, and results on a per- programme basis. Not only did we take on many projects, but we also completed a great many of them. The year 2023, just like the previous year, ended on a positive note. The infographic shows a positive result of over 1.6 million euros. We’re quite pleased that this brings us much closer to the originally budgeted result than in recent years.”
Alderman continues: “However, just as in 2022, our municipality is still facing a shortage of staff at labour market. With fewer people, we have to set priorities. That is why we have postponed some projects to the near future.”
2024 Spring Policy Statement
In the Spring Report, the Municipal Executive ( executive board ) informs the council about the finances and the progress of policy through the month of April. Based on the proposals in the Spring Report, the council may amend the budget.
Policy Framework Document 2025
The third financial document presented by the “ executive board ” is the framework memorandum. In this document, the “ executive board ” emphasizes four priorities. The first priority is housing construction. A number of construction projects are currently underway. A newsletter detailing the progress of all ongoing construction projects is issued every six months.
The second priority is the Kruispuntkerk and the construction of the new Fortgens School. Alderman Van der Elst explains: “At the Kruispuntkerk, the ‘ executive board ’ aims to create a new home for the users of the current cultural centre on Prinses Marijkelaan. Freeing up the current cultural centre will make room for the construction of the new Fortgens School. The third priority concerns the Sports Facilities Policy. The final touches are currently being made to this policy.”
The final priority is to revitalize the Ambachts- en Baljuwhuis. The “ executive board ” initiative considers a vibrant and lively village center to be of the utmost importance. That is why the “ executive board ” initiative focuses on enhancing the quality of the “ centre.” The future of the Ambachts- en Baljuwhuis (AB-huis) is therefore one of the key priorities. Alderman Van der Elst: “In addition to these four priorities, we are, of course, also focusing our attention on further improving the services we provide to our residents, both at the town hall itself and in the neighborhoods.”
The policy memorandum shows a balanced budget for the year 2025. For the years 2026–2028—the so-called “fiscal cliff years” for municipalities—this is not yet the case Sun. Over the coming months, the municipal executive ( executive board ) will work to develop a balanced multi-year budget, which will be presented to the municipal council ( municipal council ) in November.
