Municipality Tackles Housing Market Challenges at the Regional Level
The municipality of Voorschoten, together with the other municipalities in the Holland Rijnland region, has drawn up a new Regional Housing Agenda and an updated Housing Ordinance. These important documents outline a concrete approach to addressing the challenges in the housing market and ensuring appropriate housing solutions for our residents.

The housing market is characterized by severe shortages, high purchase prices, and long waiting lists for public housing. More and more people are having difficulty finding suitable housing. Changing housing needs are also contributing to stagnation in the housing market. The Regional Housing Agenda and the revised Housing Ordinance are important steps toward achieving our housing goals.
30% social housing and 35% mid-range rental or affordable owner-occupied housing
The updated Regional Housing Agenda outlines the agreements regarding housing construction in our region. This includes, among other things, how many homes we will build, where we plan to build them, what types of homes they will be, and for whom. The municipalities in Holland Rijnland are committed to building no fewer than 30,500 new homes by 2030, of which 30% will be public housing and 35% will be mid-priced rental homes or affordable owner-occupied homes.
Promoting Mobility
In addition to the housing agenda, the updated Housing Ordinance has also been adopted. This ordinance regulates the allocation of housing in our region and ensures that sufficient housing remains available for both general housing seekers and specific priority groups—that is, people who need care or support. A key priority of the revised Housing Ordinance is to promote mobility in the housing market. This is achieved, among other things, by allowing people who wish to move to another public housing unit to carry over a portion of their tenancy period. If they decide to move again in the future, they will at least not have to start from scratch.
Meeting the Needs of Home Seekers
For example, the municipality of Voorschoten is working with other municipalities to develop a housing stock that meets the needs of people looking for housing in Holland Rijnland.
