An exploitation agreement contains arrangements regarding the construction of public facilities, such as:

  • sewerage
  • roads
  • lighting
  • making land construction-ready

The municipality makes agreements about this with project developers, construction companies, or housing associations. For instance, the agreement specifies who covers the costs for constructing the facility.
