Operating Agreement

An operating agreement contains provisions regarding the construction of public facilities, such as:

  • sewer system
  • roads
  • lighting
  • site preparation

The municipality enters into agreements on this matter with project developers, construction companies, or housing cooperatives. The agreement specifies, for example, who will pay the costs of constructing the facility.
