Mandatory Reporting and Registration Requirements for Dealers and Buyers

Are you a buyer or dealer of secondhand or unregulated goods? If so, you are required to register with the municipality through the Digital Buyers’ Portal (DOL) and to keep a digital record of your purchases and sales via the Digital Buyers’ Registry (DOR).

This obligation is established by law inArticle 437 of the Penal Code. This will help you avoid becoming unwittingly involved in criminal activities and protect your business.

What is the DOL?

DOL stands for Digitaal Opkopers Loket. This is the digital portal where you, as a merchant or buyer, must register with the municipality. 

In the DOL, you’ll need to register, among other things, your identity, the types of goods you purchase, and where your company is located. 

After registering with the DOL, you can record your purchases and sales in the Digital Buyers Register (DOR).

Signing Up for DOL

You can register and create an account through the websitewww.ikbenhandelaar.nl . To do so, fill out the form with your information. Once you submit the form, you will be registered with the municipality.

What is the DOR?

DOR stands for Digital Purchasers Register. As a purchaser or dealer, you are required to record your secondhand goods in a certified register. With the DOR, you record information about the product, the seller, and the price, among other details. If you enter an item into the DOR that has been reported as stolen, the police are immediately notified. This increases the likelihood of apprehending criminals. 

Through the DOR, you can also easily check at www.stopheling.nl to see if an item being offered is listed as stolen. The DOR therefore provides you with better protection against receiving stolen goods.

Registering with the DOR

You must register your secondhand purchases in the Digital Buyers Registry (DOR). 

For each purchase, enter:

  • What You Purchased
  • Who you bought it from
  • When you bought it 

Save the registration.

Annual inspection

The municipality conducts annual random inspections of businesses. If your affairs are not in order during the inspection, the municipality will conduct more frequent inspections, and you risk being fined.

Have you accidentally purchased stolen goods? If so, you can claim reimbursement for your losses from the fence through the ServiceOrganisatie Directe Aansprakelijkstelling (SODA) foundation.
