Registration and reporting obligation for traders and buyers

Are you a buyer or trader of second-hand or miscellaneous goods? Then you are required to register with the municipality via the Digital Buyers Counter (DOL) EN keep a digital record of your purchases and sales through the Digital Buyers Register (DOR).

This obligation is legally established in article 437 of the Criminal Code. This helps you avoid inadvertently becoming involved in criminal activities and protects your business.

What is the DOL?

DOL stands for Digital Buyers Counter (Digitaal Opkopers Loket). This is the digital platform where you, as a trader or buyer, must register with the municipality. 

In the DOL, you register details such as your identity, the type of goods you purchase, and the location of your business. 

After registering in the DOL, you can log your purchases and sales in the Digital Buyers Register (DOR).

Registering in the DOL

You can register and create an account via the website www.ikbenhandelaar.nl . You can do this by filling out the details on the form. Once you submit this form, your registration with the municipality is complete.

What is the DOR?

DOR stands for Digital Buyers Register (Digitaal Opkopers Register). As a buyer or trader, you are required to record your second-hand goods in a certified register. The DOR allows you to note information such as the product details, the seller, and the price. If you enter an item into the DOR that is registered as stolen because a report was filed, the police are notified immediately. This increases the likelihood of catching criminals. 

Through the DOR, you can also easily check via www.stopheling.nl whether an offered item is registered as stolen. The DOR therefore provides better protection against receiving stolen goods.

Registering in the DOR

You register your second-hand purchases in the Digital Buyers Register (DOR). 

Enter per purchase:

  • What you have purchased
  • From whom you purchased it
  • When you purchased it 

Save the registration.

Annual inspection

The municipality conducts random annual inspections of businesses. If your affairs are not in order during the inspection, the municipality will inspect you more frequently and you risk a fine.

Did you accidentally purchase stolen items? You can then claim back the money you lost from the receiver through the Direct Liability Service Organization foundation (stichting ServiceOrganisatie Directe Aansprakelijkstelling - SODA).
