Environmental service implementation policy (environment)

The ODWH is the joint implementing organisation of and for the participating municipalities and the province of Zuid-Holland (provincie). The service is dedicated to improving and safeguarding the quality and safety of the living environment within its working area in the Holland Rijnland region.

Advisory, Implementation and Enforcement Policy Document 2025

This Advisory, Implementation and Enforcement Policy Document 2025 (abbreviation: Nota AUH) describes the implementation policy regarding:

  • Advising on spatial developments, environmental licences, sustainability projects, events, and so forth.
  • Granting authorisations (licences, notifications, and exemptions).
  • supervision and enforcement regarding the living environment in accordance with the provisions of the Environmental Protection Act ( Omgevingswet).
  • supervision and enforcement regarding asbestos removal (remediation) at and by companies.
  • supervision and enforcement under the Energy Conservation Requirement.
  • supervision and the continuation of specific responsibilities for the province (fireworks discharge permits, transitional provisions regarding soil-related responsibilities, excavation projects, and BRIKS-related responsibilities).

The ODWH executes the statutory (basic) tasks for the aspects of environment, energy-saving obligation, asbestos demolition by and for businesses, and soil within its entire working area. Additionally, the service provides advice on various aspects such as spatial planning developments, sustainability projects, and events. The ODWH performs these duties on behalf of the participating municipalities and the province. The execution of the work is based on the policy described in this policy document.
