Policy Implementation by the Environmental Services Agency (Environment)
The ODWH is the joint implementing organization of and for the participating municipalities and the Province of South Holland (the province). The agency is committed to improving and monitoring the quality and safety of the living environment within its area of operation in the Holland Rijnland region.
2025 Advisory, Implementation, and Enforcement Memorandum
This report, titled “Advice, Implementation, and Enforcement 2025” (abbreviated as the AUH Report), describes the implementation policy regarding:
- Consulting services related to land-use planning, environmental permits, sustainability projects, events, and so on.
- The granting of authorizations (permits, notifications, and exemptions).
- Supervision and enforcement regarding the living environment in accordance with the provisions of the Environment Act.
- Supervision and enforcement of asbestos removal (remediation) at and by companies.
- Supervision and enforcement under the Energy Conservation Obligation.
- Oversight and enforcement of specific responsibilities for the province (fireworks permits, transitional provisions for soil-related responsibilities, excavations, and BRIKS responsibilities).
The ODWH carries out the statutory (core) tasks related to the environment, energy conservation requirements, asbestos removal at and by businesses, and soil throughout its entire service area. In addition, the agency provides advice on various aspects, such as land-use planning developments, sustainability projects, and events. The ODWH does this on behalf of the participating municipalities and the province. The work is carried out in accordance with the policy described in this memorandum.
