Budget 2021-2024
The Voorschoten Municipal Executive ( executive board ) is presenting a structurally balanced budget for 2021, without any increase in costs for residents. Starting next year, a new, independent municipal administration that is close to the residents will work on addressing Voorschoten’s challenges. The focus in 2021 will be on the economy, construction, climate, and energy.
Accounting for uncertainties
Alderman Marcel Cramwinckel: “We are drawing up this budget at a time of great uncertainty. We are helping our residents, organizations, and businesses as much as possible amid the COVID-19 pandemic. But we do not know what the effects of the pandemic will be in the coming year. Despite the measures we are taking to limit costs, we expect spending on Youth Services and the Social Support Act (Wmo) to rise, while the national government is not providing us with sufficient additional funding for these areas. The national government will also be redistributing the general allocation for other tasks starting in 2022. We expect this to have an adverse effect on Voorschoten. We have taken these uncertainties into account in this budget. This year, we have a one-time surplus of one million. We have set most of that aside. However, we will need more structural funding from the national government to keep the budget balanced in the coming years as well.”
Additional funds for the economy, construction, climate, and energy
Within the limited resources available, additional funds are being allocated to the economy, construction, climate, and energy. Next year, Voorschoten will adopt a new economic vision, including an implementation agenda and a development program for sites in the “ centre.” Work is underway on the construction agenda at various locations in Voorschoten. To meet the obligations of the Climate Agreement, Voorschoten is collaborating with neighboring municipalities to develop a Regional Energy Strategy. In addition, a Heating Transition Vision will be developed to phase out natural gas in the neighborhoods. The waste management policy is being evaluated. Following this, decisions can be made regarding a new location for the Executive Agency.

The budget will be discussed by the Citizens and Administration Committee on October 29 and at the meeting of the " municipal council " on November 5.
